ROW is one of the biggest clans if Kingdom 90. Also, is one of the clans fighting the Clash for the Kingdom (COT) tournament.

ROW member Colmicum is the King of choice for the clan. His Rule of Engagement (RoE) aims to prepare K90 players for when the Kingdom opens, on March 6th, 2023. Colmicum created a RoE easy to understand, with strong rules for peace, and more loose ones for COT.
Never allowed to attack:
any player from a white flag clan
any clan building
any occupied resources
any portal on clan territory
any portal within 10 tiles from game events
any city under level 11
Stay out of other clan's territory.
ROE-players do not attack any other ROE-players unless:
during COT, only cities from level 11 and hostile portals
in CPEX
for retaliation
Violation of these rules can lead to OUTLAW status.
As with everything in life, there has been controversy about major changes in Colmicum RoE. The main points are:
Removal of the 50% might rule. The rule wanted to protect small players, when the reality is that, independently of player's might, the real fight happened in the shop. 249.99 packs, that do not reflect in might, and have been constantly used against small or none spenders, despite which RoE is active.
Poor leadership. This criticism is misleading. No King, by himself, can lead or protect the whole Kingdom. The only power the game grants to King and Court is to decide which bonus activate, and some titles that may increase or decrease a specific player's bonuses. Very few, in fact.
Also, the game offers poor communication tools, being the player decision to use them, or simply ignore.
Preparation for Kingdom openness. This point is for you to conclude. RoE is a player-made set of rules, other Kingdoms will not respect them. Some argue that protectionism will help players to grow. Others, think that the closer we get to reality, game-rules vs self-made-rules, the better we can prepare. What do you think?
All RoEs protect clan buildings. Even during COT. The game does not, which means that clan buildings will be under attack when the Kingdom opens. The protection strategies using any of the RoE rules, are unrealistic and based on good will.
All RoEs protect cities below level 11. Even during COT. The game does not, which means that small cities will be targets for the silly reason that they don't know about paying taxes (ingots accumulation)
All RoEs protect players while gathering. Even during COT. And yes, games does not.
